Offline Leave & License Agreement



An offline Leave & License Agreement allows a property owner (licensor) to give a property to a licensee (tenant) for use without transferring ownership or tenancy rights. This process is completed manually through physical documentation and in-person registration.

Key Features:

  • Agreement made on stamp paper and registered at Sub-Registrar Office

Steps for Offline Registration:

  1. Draft the Agreement
    Prepare the agreement with details of the licensor, licensee, rent, deposit, period, etc.

  2. Print on Stamp Paper
    Stamp paper must have the appropriate stamp duty value (based on rent + deposit).

  3. Visit Sub-Registrar Office
    Both parties must visit the local Sub-Registrar office in the property's jurisdiction.

  4. Document Verification & Biometrics
    Aadhaar card, PAN, photos, and other ID proofs are required. Thumb impression and photograph are taken.

  5. Pay Fees
    Pay stamp duty and registration charges as per Maharashtra rules.

  6. Registered Copy Issued
    After processing, a registered copy of the agreement is issued.

Documents Required:

  • Drafted agreement

  • Aadhaar Cards (both parties)

  • PAN Cards (both parties)

  • Passport-size photos

  • Electricity bill or property tax receipt

  • Ownership proof of property

The Government of Maharashtra allows for the Online Registration of Leave & License Agreements through the official portal of the Department of Registration & Stamps (IGR Maharashtra). This digitized process makes it fast, paperless, and efficient.

Steps for Online Registration:

  1. Draft the Agreement

    • Prepare details like parties’ names, rent, deposit, duration, conditions, etc.

  2. Login/Sign Up

    • Register as a user with your mobile number and email.

  3. Fill the Online Form

    • Enter licensor/licensee details, property address, rent, terms, etc.

  4. e-KYC Verification

    • Aadhaar-linked mobile number is required for OTP verification of both parties.

  5. Upload Documents

    • Identity proofs, property documents, passport photos, etc.

  6. Pay Stamp Duty & Fees

    • Payment done via online gateway on the portal.

  7. Biometric Verification (if required)

    • Done through authorized service providers using fingerprint devices.

  8. Download Registered Agreement

    • Once registered, download the digitally signed copy from the portal.

Documents Required:

  • Aadhaar Card (linked to mobile for OTP)

  • PAN Card

  • Passport-size photo

  • Ownership proof of property

  • Draft of Leave & License Agreement

Legal Validity:

  • Treated at par with physically registered documents
